A Message From Mayor Jasionowski

Dear Residents of River Vale,

I welcome everyone’s opinions and comments on the proposed Edgewood development application. The purpose of this message is to clarify the facts so everyone can form an opinion with all the information available. The applicant will have to receive approval from the Joint Planning Board and there will be numerous public meetings for all to voice their opinions. The December 20th meeting is just the first of many.

  • The 24 unit portion of the 249 unit development at Edgewood is part of our Fair Share Housing Settlement. Originally, the State projected River Vale’s obligation would be to build 513 affordable units. This would require apartment buildings at multiple locations throughout the Township. Also, developers have engaged in lawsuits against the Township in their attempt to build apartment buildings here over the past several years. The Settlement approved by the State, Courts and developers require these 24 units.
  • With the increased tax revenue from this proposed development, taxes for the average home, assessed at $592,000, would be expected to decrease approximately $1,145.
  • Density – The density at Holiday Farm is 11.7 units per acre. The proposed density at Edgewood is 5 units per acre.
  • Edgewood was ready to file for bankruptcy in 2015 and other developers were angling to develop all 27 holes. The Township fought this hard. The current owners worked with the town to save the club through significant investment and to limit the development of only 9 holes. In addition, they are assisting the town in satisfying its affordable housing requirement.
  • The Piermont Avenue road traffic is a major concern for the Township. Our Police Department traffic experts will be recommending changes to the existing submitted plans. This development presents an opportunity to permanently fix the ongoing traffic in this area. Also the pedestrian crossing at the intersection of Rivervale Road and Piermont will be improved for safety. Part of the plan includes a traffic light. Both Rivervale Road and Piermont Avenue are County of Bergen roads and subject to their review and approval as well.
  • Units are designed to attract affluent, empty-nester demographic without school children – including opportunity for local residents to age in place.
  • The remaining 18 holes of golf (approximately 130 acres) will be preserved as recreational open space free from development.
  • Our local school enrollment has been in a steady decline from 2010 enrollment of 1,376 children to projected enrollment next year of 1,083. Even if the proposed development brings higher than expected children into the school district, this would not have a negative impact. On the contrary, the Township needs to have additional enrollment in order to preserve the excellent programs we have experienced.

I want to hear everyone’s opinion before I cast my vote on this project.
